Abstract
[fr] Over the last decades, organizations have been facing an unstable and highly competitive economic climate. This challenging context has leaded them to progressively use new modes of governance and action. In order to be competent in predicting this uncertain environment, many firms are appealed by strategic intelligence approach. Indeed, it enables them to scan, protect and influence their environment to sustain their competitive advantage. However, this concept is not exclusively useful for companies, it is also crucial for states to ensure economic development and durability on their territory.
Hence, the present research emphasizes on how strategic intelligence can protect the economic, scientific and industrial potential of the Walloon region. Nevertheless, the study chooses to focus specifically on one pillar of the system: scanning. It represents the starting point of the approach. After raising awareness of the importance of implementing strategic intelligence among organizations, the system can be extended with its two other pillars, protection and influence.
In order to answer this problematic, the research identifies the different scanning activities put in place across French regions. In particular, it analyzes their scanning platform; most accomplished and successful systems. In Alsace, they set a pooling platform with their centers of excellence to protect them against unpredictability and to perceive opportunities. In Nord-Pas de Calais region, they emphasize on prospective scanning in order to detect new trends for repositioning their companies after the damages of the crisis on their industrial potential. Based on the results, this thesis suggests a proposition of scanning platform specifically for Wallonia.
To conclude, our results demonstrate that it is urgent to develop a solution to protect the potential of Wallonia. Moreover, this study suggests how the Walloon region can put in place an efficient scanning platform based on the case study of the French regions as well as on the cycle of scanning.
